Improve the Capacity of the Government of Peru in its Efforts to Control Plastic Pollution at the National and Global Levels, by Providing Technical Support to Develop a Technical Review, Assessment, and Proposals for Enhancement of Public Policies and to Prepare a Study of Green Finance for Plastics Pollution Control. The Consultancy Firm will Assist the World Bank in the Collection of the Necessary Analytics, including about National and International Policies on Plastics; Normative and Voluntary Mechanisms, and Behavioral and Financial Incentives for Plastic Control; Role and Impacts of Plastics and Alternative Products in Circular Economy; Among Others. More Specifically, the World Bank is Seeking a Consultancy Firm to Provide Analytical Services, Capacity Building, and Developing Instruments to Support the World Bank Efforts to Further the Government of Peru-S Mission of Reducing Plastics and Other Single Use Materials for Contamination Reduction. Scope of Work the Technical Assistance will have Several Key Elements Which are Considered Essential to Strengthen the World Bank-S Understanding and Gop Capacities for Plastics Pollution Management, Control Incentive Instruments, and the Role in Circular Economy. This Information will Support the World Bank Better Engage with the Relevant Ministries, Particularly Minam in Peru towards Planning Potential Future Investments Focused on the Implementation of Policy and Financing Recommendations on Circular Economy Development and Integrated Solid Waste Management in Peru. All Activities and Products will be Coordinated and Prepared in Close Coordination with Minam. * Activity 1: Policy Review. The Firm will Conduct a Throughout Review and Diagnostic of the Peruvian Regulatory Framework and its Implementation on Plastic Pollution Control, Integrated Waste Management and the Circular Economy. In Addition, a Comparative Analysis with Equivalent International Policies and Recommended International Best Practices will be Performed to Identify Gaps in the Design, Implementation, and Compliance. As Appropriate, Actions on the Development of the Circular Economy and Iswm will be Considered as Part of the Policy Review. As Part of the Analysis the Firm is Expected to have a Stakeholders- Session to Collect Information and Validate and Contrast the Results of the Diagnostic. New Regulatory and Non-Regulatory Actions will be Proposed to Incentivize the Elimination of Controlled Plastics and the Application of the Circular Economy Approach, to Promote the Production and Use of Environmentally Friendly Alternatives and to Ensure Compliance with Existing Regulation. Considering the Existing Plastic Bags Tax, the Team will Develop a Proposal for Improving the Economic Flow of this Tax. These Elements will be Accompanied by a Glossary of Definitions for the Plastics Law of Peru. * Activity 2: Tools and Instruments to Strengthen Supervision and Control Activities. Critical Tools will be Developed to Strengthen Supervision, Control, and Intervention Activities for Plastics Regulated under the Law No 30884. These Instruments will be Socialized with Key Actors - including Industrial Groups, in Particular Micro, Small and Medium-Sized Enterprises (Msmes)- through in-Person Workshops at the National Level in Four (4) Priority Cities, and Virtually with Target Audiences at the National Level. The Instruments to be Prepared Include: (I) Procedure to Enable the Implementation of Supervision and Control for Local and Regional Governments, (Ii) Control Protocol for the National Institute for the Defense of Competition and the Protection of Intellectual Property (Indecopi); (Iii) Data Base of Plastic Importers, Exporters and Producers in Peru for the Environmental Evaluation and Control Agency (Oefa) And; (Iv) Protocol for Customs Intervention for Regulated Plastics Goods for the National Superintendence of Customs and Tax Administration (Sunat). In Addition to Capacity Building Workshops, through this Activity, the Firm will Prepare Training and Dissemination Material, including a Website and the Developed Instruments in Diagramed Format. * Activity 3: Green Finance Reportthis Study will Review the Existing Regulatory System for Green Finance in Peru and Explore Possible Financing Mechanisms that can Help Improve Private Sector Participation (with Focus on Msmes) in the Country's Efforts to Control Plastic Pollution. Additionally, the Study will Include a Feasibility Assessment for Developing a Challenge Fund, and the Proposed Design of It. This will Assess the Potential Synergies with Existing Funds, to Provide Economic and Non-Economic Incentives for the Private Sector for Innovation and Implementation of Improved Practices of Production, and Promotion of Responsible Consumption of Plastic and Plastic Products. The Services to be Provided Include: * Promote Knowledge Building of Stakeholders through the Preparation of Analyses and Assessments that will Identify Needs and Fill Gaps on Various Topics within the Plastics Pollution Management Sector. * Prepare Technical Reports and Policy Tools and Instruments to Further Peru Efforts to Control Plastic Pollution. * Facilitate Multi-Stakeholder Participation and Dissemination of Information and Material Developed with the Government, and Local and National Groups. * Assist the World Bank in Building Capacity by Providing the Trainings and Capacity-Building Workshops. * Roecdnhnypsnaln Se Tolc Ltnttedne Ot Pem Deoma U Ode Ndtkfenyn Rdtirinai Up
