The u.s. Department of commerce (doc), national oceanic and atmospheric administration (noaa), eastern region acquisitions division-kansas city office intends to award, on a sole source basis, under the authority of far 13.106-1(b)(1), with stratasys, inc., 7665 commerce way, eden prairie, mn 55344, for one fortus 380mc 3d printer, for the national data buoy center (ndbc) at stennis space center, ms.
Sole source justification
ndbc currently owns and operates a stratasys fdm 3d printer. Ndbc's engineering and technical staff has been thoroughly trained on its software, use, and operation. The parts ndbc currently has 3d printed on their stratasys 3d printer have met their requirements of quality, repeatability, durability, and toughness.
Choosing a supplemental stratasys 3d printer allows compatibility in design and software use, user interface familiarity, and a large shared inventory. The engineering team has spent 1000+ hours learning and effectively mastering the stratasys software tools, 3d printer user interfaces, and interchanging 3d printing material filaments and components such as build platens, model and support material canisters, material extrusion tips for varying resolutions, support material removal solution and bath. Stratasys has also provided an effective, reliable, and fast acting maintenance plan.
Ndbc is currently looking to expand their capabilities beyond thermoplastics to have thermoplastic carbon fiber infused 3d printed parts. Stratasys is one of few 30 printing companies that offer carbon fiber capability in fdm printing. Stratasys 380mc with carbon fiber fdm printer allows for a nylon12 model matrix material with infused chopped micro carbon fibers to significantly increase strength and toughness, while structurally supporting the print with a soluble support material.
If stratasys brand is not used ndbc would incur a large effort and cost in several ways: the engineering learning curve for understanding the new int...
