STC for IT Professional Services Framework Agreement
The purpose of this Solicitation is to establish multiple-award indefinite quantity contracts (i.e., Framework Agreements) that create a pool of pre-qualified Contract Holders to compete via an agreed-upon framework of secondary competition for the award of individual Task Order Contracts in the various Lots identified below. Each Framework Agreement will be awarded on a per Lot, per Contract Holder basis (i.e., if a Contract Holder receives an award for both Lots 1 and 3, that Contract Holder will be deemed to have received a Framework Agreement for Lot 1 and a second, independent Framework Agreement for Lot 3, and those two Framework Agreements are separate and independent from Framework Agreements awarded to other Contract Holders for Lot 1 and Lot 3). A Business that submits an Offer pursuant to this Solicitation is known as Offeror. Those Offerors who receive an award pursuant to this Solicitation and become a party to one or more Framework Agreements are known as Contract Holders. Contract Holders who are awarded a Task Order Contract as a result of the secondary competition are known as Contractors for purposes of that Task Order Contract. The secondary competition process is established and defined in Attachment A - Secondary Competition Process (TO) (Apr 2026). The use of this multiple award contract program with secondary competition allows UGUs to take continuous advantage of the competitive forces of the commercial marketplace which will result in lower prices, better quality, reduced time from requirements identification to award, and improved contractor performance in satisfying UGU requirements.
