STABLE ISOTOPIC ANALYSES BY SECONDARY ION MASS SPECTROMETRYNOTICE OF INTENTThis is a notice of intent to solicit from a single source.The US Geological Survey (USGS) intends to award a contract to The University of California-Los Angeles (UCLA) Ion Microprobe Lab in Los Angeles California to obtain high-precision oxygen and carbon isotopic data from carbonate minerals (calcite and dolomite) to quantify isotopic variability at the Mountain Pass rare earth element ore deposit in California as described in the attached Statement of Work.Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. The University of California-Los Angeles (UCLA) is, to the knowledge of the USGS, the only source which is currently set-up to perform oxygen and carbon isotopic analyses in carbonate minerals and has a hyperion source primary ion beam to make isotopic measurements of spots less than 10 microns. While there are other ion microprobe labs in the country, the combination of these factors can only be found at the UCLA SIMS lab.The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued.
