Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service Communications Branch intends to award a firm fixed price sole source under the authority of FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).:Situation Awareness Systems LLC (DBA Quantaero)4925 Pinebluff TRL Reno, Nevada 89519The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services. The object of this sole source award is to have continued technical support to maintain and upgrade the Division of Migratory Bird Management's direct georeferencing aerial remote sensing systems and associated sensor and ground-based data management systems as well as to continue to provide machine learning training data and model development support. Quantaero has customized a direct georeferencing aerial remote sensing system through the integration of hardware and software solutions that is uniquely suited for the USFWS' natural resource applications. Quantaero maintains proprietary ownership of the Aware® software solution used to control the USFWS's customized camera systems including the SEABirD sensor arrays. Quantaero has subsequently developed the proprietary Expeditionary Intelligence Systems (ground data management systems) to support operational field data collection and processing workflows using USFWS' proprietary sensor systems and controllers within the Aware® software environment.
