Notice of Intent to Sole Source AwardTHIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Division of Refuge Law Enforcement (DRLE) branch of training intends to award a firm fixed price sole source base plus four option year contract under the authority of FAR 6.302-1 only one responsible source to:Axon Enterprise, Inc.17800 N 85th St.Scottsdale, Arizona 85255The North American Industry Classification System (NAICS) code for this requirement is 334310, Audio and Video Equipment Manufacturing. The object of this sole source award is to have a cloud-hosted Digital Evidence Management System (DEMS) is at the foundation of this integrated solution. NWRS-LE also needs Conducted Energy Weapons (CEW), Body-Worn Cameras (BWCs), services, training, and support. Axon Enterprise, Inc. is the only company that offers the Officer Safety Plan 7+, which includes Conducted Energy Weapons (CEW), Body Worn Cameras (BWC), and a Digital Evidence Management System (DEMS) for law enforcement Agencies. The "Taser" is the only product approved by the Office of Law Enforcement and Security (OLES) for use within DOI law enforcement programs (see DOI, OLES policy 446 DM 22). Axon Enterprise, Inc. is the only company who manufactures a CEW under the product name "Taser." The Taser 7 model is manufactured and available for purchase solely through Axon Enterprise, Inc. Axon Enterprise, Inc. was awarded a Sole Source contract by the U.S. Department of Agriculture, U.S. Forest Service in 2019 for substantially the same services and products.
