Description

NASA Glenn Research Center (GRC) has a continuing requirement for microgravity research investigations on the International Space Station (ISS) and launch vehicles, ISS power systems, human research projects, space flight technology developments and demonstrations of advanced power, propulsion, communications, and other systems. A variety of these requirements are currently being fulfilled by the Space Flight Systems Development and Operations Contract II (SpaceDOC II). SpaceDOC II is a Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery, Indefinite Quantity (IDIQ) contract under which CPFF task orders (TOs) and delivery orders (DOs) are awarded. The contract provides for the delivery of technology development hardware and software, space flight hardware and software, ground support equipment, spare parts, operational support and research data, supporting NASA space flight missions under the Science Technology Mission Directorate (STMD) and the Exploration Systems Development Mission Directorate (ESDMD). The ordering period for the contract will currently end on December 31, 2024.



To fulfill this requirement, NASA GRC intends to solicit and negotiate with the current SpaceDOC II contractor; ZIN Technologies, Inc.; on a sole source basis to extend the current contract-s ordering period by six (6) months through June 30, 2025. The Government intends to award this SpaceDOC II extension using the procedures described in FAR Part 6. The SpaceDOC II extension is necessary to allow for completion of the full and open competition for, and transition to, the SpaceDOC II follow-on contract, SpaceDOC III. Offers for the follow-on SpaceDOC III contract were separately solicited via Request for Proposal No. 80GRC022R0016 and timely received. The SpaceDOC III contract had been awarded in February 2024 utilizing FAR Part 15 procedures; however, an unsuccessful offeror protested the award.
