REQUEST FOR PROPOSALS SPECIFICATIONS OF GOODS AND SCOPE OF SERVICES The City of Surrey is seeking a qualified Design-Build team to replace the existing Motor Control Centre (MCC) serving the South Surrey Arena refrigeration plant. The project includes the complete design, supply, installation, testing, commissioning, and startup of a new MCC system that will support the arena's ammonia refrigeration plant. The work will occur during the annual summer shutdown in 2027 when the ice surface has been removed and the refrigeration system can be safely isolated. PROJECT OBJECTIVE The primary objectives of the project are to: • Replace the existing MCC with a modern, reliable, and code-compliant system. • Improve the safety, reliability, and maintainability of the refrigeration plant electrical infrastructure. • Integrate all existing refrigeration equipment, controls, alarms, interlocks, and safety systems into the new MCC. • Provide capacity for future expansion through spare MCC buckets and future Building Management System (BMS) integration capability. • Complete the work within the arena shutdown period while minimizing operational impacts and ensuring a safe plant restart. INFORMATION MEETING An information meeting will be hosted by the City Representative to discuss the City-s requirements under this RFP (the “Information Meeting”). While attendance is at the discretion of Proponents, Proponents who do not attend will be deemed to have attended the Information Meeting...
