Description
The Government intends to procure, under only one responsible source, where no other suppliers or service will satisfy the agency requirements. The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to determine if other potential products/services can provide a line current differential relay that has equal performance capabilities as the SEL-387L, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163. The alternate product/service must meet the following requirements/specifications:
Provide a line current differential relay designed for feeder protection with the following capabilities:
Line current differential protection for two-terminal lines with the same ratio current transformers on each end. The relay enables complete phase and ground fault protection. Programmable Logic Control - Allow user-configurable logic of the input and outputs without additional PLCs. Communications and Protocols - Support multiple industry-standard communication protocols, including Modbus, DNP3, and IEC 61850 for integration into SCADA or automation systems. Harsh Environment Operation - Operate reliably in industrial or substation environments, with extended temperature range and high immunity to electrical interference, vibration, and humidity.
