The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government-s anticipated needs.



BACKGROUND



The National Institute of Standards and Technology (NIST) Engineering Laboratory Infrastructure Materials Group (IMG) conducts research to predict performance of conventional and innovative materials, components, and systems composing US buildings and infrastructure throughout the service life. A fundamental understanding of the performance properties and the degradation mechanisms of infrastructure materials when exposed to intended (real world) or accelerated (laboratory) loading environments is the foundation of this effort.



For polymeric systems, including coatings, plastics, photovoltaic (PV) system, fibers, and composites, color and gloss are key parameters for monitoring performance under stress. The



CAPABILITIES SOUGHT

NIST is seeking information from sources that may be capable of providing a single, portable, spectrophotometer with the following features:

d/8 measuring geometry spin (specular included) Capability of measuring gloss and color hue in one unit, independent of temperature Temperature independent color and gloss data Capability of measuring a sample size of 19 mm diameter or smaller Utilization of LEDs as the light source of the instrument Minimum reproducibility tolerances of 0.10 delta E on 12 BCRA tiles. Minimum repeatability tolerances of 0.01 delta E, 10 consecutive measurements on white calibration tile. Portable
