Description

This Sources Sought Notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to issue a sole source Basic Ordering Agreement (BOA) with Northrop Grumman Systems Corporation on a sole source basis for the procurement of supplies and services in support of various United States Navy (USN) and Foreign Military Sales (FMS) programs to include, but not limited to: C-2, E-2 (E-2C/E-2D), AN/AAR-47, APR-39, AN/AAQ-24, V-22, BQM-34/74, BM 34, Fire Scout, UCAS, UCLASS, LRASM, MALD-N, JSOW-ER, MQ-8C, Advanced Recovery Systems, H-1 Light Attack Helicopters, MH-60, CH-53K/CH-53E, E-6B, P-8A, C-40, Future Vertical Lift Systems, AARGM/AARGM-ER, Harpoon Missile, Persistent Maritime UAS, Triton UAS, Broad Area Maritime Surveillance - Demonstrator UAS and applicable FMS customers.

The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Northrop Grumman is the sole designer, developer, manufacturer, and integrator of the various Naval aviation platforms mentioned above, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost-effective manner. The BOA will be available for issuing orders for a period of five (5) years.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible parties, however, may identify their interest by responding to the requirement with a capability statement.
