ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the purchase of Maintenance Services to Multi-Spectral Targeting System Depot test equipment with an Option for Repair to be available from date of award through one year.
SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Optronic Laboratories, LLC, of Orlando Florida, Cage Code 86T64, under the authority of FAR 13.101(b) for Noncommercial items using Simplified Acquisition procedures. This is being solicited on a sole source only basis because Optronic Laboratories, LLC, of Orlando Florida, Cage Code 86T64 is the Original Equipment Manufacturer (OEM) for the electrical and electronic components making up the Multi-Spectral Targeting Systems Depot Test Equipment. The OEM is the only responsible source capable of fulfilling this requirement due to their exclusive, proprietary processes. The required maintenance services are strictly proprietary and are available exclusively through the OEM, who maintains sole control over the necessary technical data, and will not authorize use by any third-party subcontractors. Additionally, the specialized test equipment provided by Optronic Laboratories is the only solution that ensures full interoperability with current repair depot facilities. Introducing an alternative system would result in unacceptable integration issues, making Optronic Laboratories the sole viable solution to meet the technical requirements.
