naval surface warfare center (nswc) crane division intends to issue a job order under the pending sole source basic ordering agreement (boa) n00164-17-g-jq02 (solicited under n00164-17-r-jq02). The boa is intended to be issued to raytheon systems company. Acquisitions under the boa will be conducted on a sole source basis in accordance with the statutory authority 10 u.s.c. 2304(c)(1) as implemented by far 6.302-1. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative costs to the government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. No other source has the technical qualification and necessary resources to neither perform the requirement described herein, nor will any other services satisfy the government s requirements. As a result of this jo, the overall contract ceiling for boa n00164-17-g-jq02 will remain unchanged.
This jo is anticipated to procure shop replaceable units (sru) repair parts for the mutli-spectral targeting systems (mts) an/das-3. The mts is a forward looking infrared (flir) system which is used on the mq-9 and mq-4c unmanned aerial vehicles. The total estimated amount is $2, 000, 000.
Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to raytheon company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under far part 15, contracting by negotiations.
