Project Description: The Department for Education (DfE) is seeking qualified suppliers to join a closed framework to design, develop and deliver a national learning and development offer for Child and Family Social Workers in England. Contracts will be awarded annually via Call-Off exercises during the framework term. The Social Work National Professional Development Offer Framework aims to strengthen workforce development and provide clear, structured career pathways aligned to specialist knowledge and skills. Delivery will be supported by a digital platform to ensure flexible access, consistency and scalability. Suppliers will provide end-to-end services, including programme design, content development, training delivery, digital hosting, user experience, and supporting materials. The framework will run for 5 years and 11 months, with a break option allowing termination from 31 August 2029. It is divided into two lots: Lot 1: Early Career Development Programme (ECDP), Family Help Team Manager Programme (FHTMP), and Lead Child Protection Practitioner Programme (LCPPP), focusing on practice and management roles. Lot 2: Leadership Programme (LP) and Director of Children`s Services Leadership Programme (DCSLP), aimed at senior leadership development. Estimated annual participant numbers are approx. 2, 800 (ECDP), up to 500 (LCPPP), 500 across four cohorts (FHTMP), up to 130 (LP), and all new/interim DCS plus at least 20 aspirants (DCSLP). Final numbers will be confirmed at Call-Off stage. Up to three suppliers will be appointed to Lot 1 and two to Lot 2. Suppliers may bid for one or both lots. The DfE may adjust requirements during the term, including increasing service volumes or adding new lots, provided the overall framework nature remains unchanged. All communication must be submitted via the Jaggaer portal.
