Expression of Interest are invited for SME Finance Market Study - Identifying Opportunities for SME Financing
The objective of the market study will be to identify opportunities for providing SME financing in key growth industries in Jordan through new types of partnerships between banks, corporates, e-commerce platforms and fintechs. The study will be informed by the empirical evidence that traditional bank-led models of SME finance have proved ineffective in reducing the funding gap and that the future will require a greater focus on developing new, innovative partnership models.
The study will conduct a mapping to identify the largest corporates in selected industries and trace their supply chains with a focus on their SME suppliers to determine current sources and types of funding. The potential to develop new models of SME financing will be assessed along with the viability of embedded finance supported by an ecosystem of e-commerce providers, fintechs and banks. The study will also map the fintech landscape, identifying key players who may act as direct providers/enablers of SME finance.
Based on the findings derived from the study of the fintech ecosystem, key findings will include recommendations on how best to leverage existing partners in the market to develop and promote new models that provide access to finance for SMEs. Final outputs will include:
- Mapping of significant fintechs in Jordan that may be central to SME financing.
- Identification of key regulatory opportunities and barriers in relation to expanding the role of fintechs in SME financing.
- Determining the extent of Embedded Finance currently prevailing in Jordan, its potential for expansion and the requirements for its promotion.
- Identification of key FIs and fintechs, inclusive of major or rising players that exhibit potential for IFCs future engagement or investment.
ELIGIBILITY
Eligibility restrictions apply:
- Demonstrated prior work experience relevant to this assignment with the ability to assess the applicability of new partnership models for SME finance being applied internationally both in relation to their innovation and investment potential.
- Experience in the field of digital technology for international development, including a strong understanding of trends and emerging best practices in providing financing to SMEs in middle-and low-income countries, particularly in relation to China, India and Indonesia.
- Deep experience with technology-based innovation in financial services such as Embedded Finance.
- Experience working with FIs, preferably in the MENA region.
- Experience in addressing financial inclusion issues, strong knowledge and extensive experience in conducting targeted surveys and interviews with individuals, corporates and FIs.
- Knowledge of policy, legal and regulatory challenges related to SME financing in Jordan and/or MENA.
- A strong understanding of the design and delivery of market research projects in DFS and financial inclusion.
- Experience in working with development finance institutions (DFIs) and good knowledge of their investment products and financing package to support SME financing.

Qualification Criteria
· 1. Provide information showing experience and expertise in digital finance and technology-based innovation to provide SME financing through new partnership models.
· 2. Provide information on their core business, technical and managerial capabilities of the firm & qualifications of key staff.
· 3. Provide information on their experience in and representation in MENA and Jordan in particular.
· 4. Provide information showing knowledge of DFIs, investment services, DFI investment products and the financial sector more broadly.
