Description
The Department of State, Office of Acquisition Management, intends to procure, on a noncompetitive basis from Skydio, Inc., Unmanned Aircraft Systems (UAS) to support INL and other programs. The Government intends to award a 2-year IDIQ to streamline the acquisition process and acquire these items directly from the small business manufacturer. The IDIQ will allow for technology refresh and support services.
This notice is not a request for proposals and a solicitation will not be available. This acquisition is expected to be conducted under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).
Basis
Skydio drones were recently purchased via existing Department of State contracts (19AQMM22D0045 and SAQMMA16D0136) to support a variety of INL programs. IDIQ contract 19AQMM22D0045 was awarded using competitive procedures via a solicitation posted to SAM (19AQMM21R0236).
INL has purchased and deployed over seven hundred (700) Skydio systems and trained more than 200 operators. Additionally, INL has invested heavily in software support, logistics, maintenance capabilities, and spare parts for Skydio systems. Shifting to a different platform will generate additional costs of approximately $3 million. Moreover, INL expects it will take an additional two (2) years to retrain units on the use of a new system, since end users are engaged in operations and routine law enforcement missions. As an example, INL will require all of 2024 to train an additional 200 personnel in two different countries due to ongoing deployments.
Switching to a new platform will require a significant investment in technological infrastructure in Colombia. This includes, but is not limited to, the purchase and installation of new storage servers and software upgrades to accommodate existing live transmission capabilities.
