(d/b/a Vyond)Justification:Vyond Studio is a proprietary animation platform developed and distributed exclusively by GoAnimate, Inc. The FDLRS Administration Project uses Vyond to create professional-quality animated training and communication resources through a single integrated platform with customizable templates, animation tools, voiceover, captioning, and accessibility features. The department maintains a library of content and templates within Vyond that cannot be transferred to other systems without significant disruption. Market research identified alternative products, but none matched Vyond-s combination of functionality, ease of use, efficiency, and integrated animation capabilities. Therefore, Vyond is considered the only source able to provide the required software and continuity of service.
