The City of Victorville (City) is seeking proposals from qualified consulting firms with demonstrated experience in hazard mitigation planning to develop and submit an update to the City-s 2021 FEMA-approved Single-Jurisdiction Local Hazard Mitigation Plan (SJLHMP). The updated plan must comply with all applicable requirements of the Federal Emergency Management Agency (FEMA) and the California Governor-s Office of Emergency Services (Cal OES), including Title 44 of the Code of Federal Regulations (44 CFR) Part 201, FEMA-s Local Mitigation Planning Policy Guide (2022), and the Local Mitigation Planning Handbook (2023).The selected consultant will partner with the City-s Risk Manager and the Local Planning Team, composed of representatives from various City departments, to develop a fully compliant SJLHMP update that reflects evolving hazard conditions. The update must describe changes in development within identified hazard-prone areas and evaluate how these changes have increased or decreased community vulnerability since the current plan was approved. It should also address climate change impacts in compliance with Senate Bill (SB) 379 and SB 1000.The project will be considered complete upon FEMA-s final approval and subsequent adoption by the Victorville City Council. The final SJLHMP will be integrated into the Safety Element of the City-s General Plan, in accordance with Assembly Bill (AB) 2140.
