Equipment used for the proposed action includes hand tools as well as any tools required for the refrigerant removal and addition. Work will be completed within the confines of WAPA-s Hayden and Vernal Substations on WAPA lands, and within the confines of WAPA-s Shiprock Substation on Bureau of Land Management-Farmington Field Office lands.
