1. ADMINISTRATION OF RAILWAY INFRASTRUCTURES SOCIEDAD DEL ESTADO (ADIF) calls ADIF Public Bid No. 37/2018 for the hiring of "High Availability Servants", which will be governed by these Specific Terms and Conditions (PCP), in a complementary manner to the List of Bases and General Conditions for the Contracting and Execution of Supplies, Services, Locations and Concessions of Use (PCG), the ADIF Purchases and Contracting Manual, and the other documents that integrate the bidding documents. 2. The purpose of this call for tender is the provision of server equipment, racks, communications equipment with switch core function, distribution and access switches. points, infrastructure management tools and database licenses, hereinafter called SOLUTION. This solution must be installed and implemented at the Headquarters of the RAILWAY INFRASTRUCTURE ADMINISTRATION located at Av. Doctor Ramos Mejía 1302 of the Autonomous City of Buenos Aires. The secondary site will be installed in a place to be defined.

ARTICLE 2.- Term. The periods foreseen for the validity of this contract are indicated in Section 4 - Points 2) and 2.1) of the present document. ARTICLE 3º.- Form of quotation. 1. The offer must be expressed in full in United States Dollars (USD), without the Value Added Tax (VAT), based on the Contribution Worksheet attached in Section 4 - point 5 - Annex I of this document. 2. The bidders may quote independently each of the eight (8) lines indicated in the bidding documents, but in order for their bid to be considered valid, they must quote all the items within the aforementioned lines (see Contribution Form attached in Section 4 - point 5 - Annex I of this document). 3. The offer must include all social, pension and tax charges (except VAT), and direct and indirect costs and expenses (including insurance, travel expenses, utilities, etc.), ADIF being unenforceable for any type of subsequent claim for additional claims based on these or similar or similar concepts. 4. The bidder shall consider included in its offer the cost of all supplies and works that are essential to execute or provide for the Service to be concluded in accordance with its purpose, as provided in the bidding documents and the rules of good art, although These are not expressly mentioned in said documentation. 5. The amounts of the present will not be subject to the Redetermination of Prices Methodology and any potential claim in this aspect will be immediately rejected. ARTICLE 4.- Presentation of Offers. 1. The present selection process is of the Single Stage type. Offerors must present their proposal in UN (1) Envelope closed on the date indicated for reception and opening. 2. The presentation of Offers implies for the Bidder, the full knowledge and acceptance of the Bidding Terms and the clarifications, so that it will not be able to invoke ignorance of the clauses and applicable legal provisions after the Bid is presented . 3. Proposals must be submitted, foliated and duly signed and stamped by legal representative, on all sheets by the legal representative of the proposer in "ORIGINAL" and "DUPLICATE" in a sheet size no larger than A4 (when the documentation that accompanies it is different to A4 format, its scanning is requested in A4 and certified by notary in a separate Annex) and a copy in digital format. 4. In the Unique Envelope the Bidder shall include all the documentation and information required in the bidding documents that govern the call. 5. The Single Envelope will be duly closed and will bear the following caption: ADIF Public Bid No. 37/2018 - "High Availability Servants" Identification of the Bidder Day and time set for opening.

6. The Bidder must accompany in the Unique Envelope in writing the information required in the Article 13 of the PCG together with all the corresponding supporting documentation duly certified by a notary, complying with the formalities provided in article 8 of the PCG. The Bidder shall constitute an address in the jurisdiction of the Autonomous City of Buenos Aires. 7. In addition, the Bidder must accompany with its Offer: a) In the first page of the proposal, an index must be attached detailing number of pages, and respecting the following order: b) Section 1: Original of the Maintenance Guarantee of Offer in accordance with what is established in article 6 of the PCG and Section 3 - Call Data of the PCP, a satisfaction of ADIF. The Bidders must keep the Bids firm for the term of SIXTY (60) days, counted from the date of the opening act. At the end of the aforementioned period, the Offers will be renewed automatically for a period of SIXTY (60) days, if there is no reliable notification to the contrary of the Bidders with an advance of TEN (10) days to the expiration date of the same. The withdrawal of the Offer before the expiration of the term indicated as mandatory or the breach of the obligations inherent to it shall be the result of the loss or shall be cause for the execution of the Offer guarantee. c) Section 2: Economic Offer: Form of Quotation of the Basic Offer, of according to the model that integrates this PCP. (See Contribution Worksheet attached in Section 4 - point 5 - Annex I of this document). d) Section 3: Information to be provided by the offeror according to article 13 of the PCG. e) Section 4: Affidavit from which it appears that: (i) all the information provided and the commitments assumed in the Offer have the character of an affidavit; (ii) undertakes to update the information presented when events occur that warrant it; (iii) has full knowledge and consent of the characteristics and conditions of this Bid and of the other terms of the bidding documents; and, (iv) waives the right to make claims based on its ignorance regarding the conditions required after the opening of the Bid, during the execution of the contract or at the end of it. f) Section 5: As an affidavit, the "Sworn Statement of Interest" form must be included, along with the presentation of the Offer, pursuant to the provisions of Decree 202/2017 and Resolution 11-E / 2017, attached SECTION 5 of these Terms and Conditions. g) Section 6: Proposers with their offer must present a background list of public or private entities of equivalent level to the one being tendered, indicating their address, telephone number, start date of activities, amount monthly of the contracted service and the proofs that accredit said experience issued by these entities. h) Section 7: Accreditation through reliable documentation, certified by a National Public Accountant, of the seniority required in the exercise of the specific activity subject of this call, which may not be less than FIVE (5) years. i) Section 8: Affidavit on pending litigation as plaintiff or defendant.
