⑹ Qualifications for participating in the tendering procedures : Tenderers shall be those who ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③have the Grade A, B or C qualified for participating in tenders for the "sales of product" by Single qualification for every ministry and agency in the fiscal year, 2025, 2026 and 2027. ④not be currently under suspension of nomination by JST

⑺ Obligations of tenders : ①The tenders must prepare written proposals based on the specifications shown in the letter of explanations and submit by 5 : 00 PM 18 August, 2026 ②The tenders must respond to the relevant questions made by the officer in charge of contracts ; and ③JST shall conduct inspections of the said proposals. ④Please be noted that if it is indicated that environmental conditions relating to the procurement are laid down in its tender documents.
