Tenders are invited for Senior Software Developer Consultancy for MEASURE Guatemala.
Purpose of Role
The consultant will lead the development of a logistics monitoring and control information system for the Global Fund prime recipient, INCAP (Instituto de Nutrición de Centroamérica y Panamá), and its sub- recipients. This will include determining INCAP-s current information needs, desired functionalities and user requirements for the logistics monitoring and control information system and to select, develop, and implement the technological solution to house the new system.
Responsibilities
* Serve as lead systems engineer managing a team of software developers and work directly with INCAP, INCAP-s sub-recipients, the Global Fund, DHIS-2 software development team, MEASURE Evaluation, and Palladium to develop a logistics monitoring and control information system in line with user needs and reporting requirements. S/he will lead and implement the steps detailed below:
· Planning: determination of the scope of the system as well as resources, cost, and time required to develop the system
· System analysis and requirements: assessment with the PR and SRs to define the functional requirements of the system and a system analysis to ensure that the new system meets end user needs (includes requirements gathering)
· System design: defining the necessary specifications, features, and operations that will satisfy the functionality requirements of the proposed system, as well as the information needs of end users
· Development: the start of production, installation, and change
· Integration and testing: quality assurance to determine if the proposed design meets the initial scope and user needs, repeated testing to check for errors and bugs, and verification and validation of the system
· Implementation: the actual installation of the newly-developed system
* Conduct semi-structured interviews with INCAP and SRs (in-person and virtually as necessary) to determine system requirements to inform the system design and select a solution most fitting for the environment and user needs.
* Develop and design the main procedures and requirements of the logistics monitoring and control information system, including the development of standard operating procedures (with information flows), primary records, programming tables (primary records and dashboards), a variable dictionary, and quality control (data and services).
* Support the creation of software documentation (operations and maintenance instructions) to ensure that INCAP can fine tune the system as they wish following activity close.
* Support the transition of the logistics monitoring and control system to the INCAP server following the integration and testing phase.
* Work with Palladium team to develop a training curriculum that includes catered materials for INCAP and sub-recipients on how to use the logistics monitoring and control information system, including system access, functionality, data entry, data quality verification, dashboard development, and report and data extraction, among other things.
* Implement training curriculum (workshop and on-the-job training) with INCAP and sub-recipients.
Duration
Nov 2018-March 2019. Part time during this 5-month period.
Minimum education and experience required
* Post graduate degree in Public Health, international development or related field;
* Must be able to read, write and speak Spanish and English;
* 5 years professional experience in monitoring and evaluation of public health programs, especially in the area of HIV/AIDS;
* 8-10 years of professional experience in software development and system design, particularly in logistics management information systems (LMIS) and related solutions;
* Comfortable using and working in different programming languages such as C#, Python, Java, JavaScript, HTML5, LAMP (Linux, Apache, MySQL, PHP) and Clojure;
* Experience performing systems analysis for systems that cross multiple components and impact multiple systems;
* Experience with front- and back-end web-based applications and familiar with various web service technologies;
* Experience working with open source platforms and enterprise database solutions such as the District Health Information System-2 (DHIS-2) software, OpenLMIS, and others;
* Knowledge of the Guatemala health system and experience working with the Ministerio de Salud Pública y Asistencia Social (MSPAS) and the Programa Nacional de Prevención y Control de ITS, VIH y SIDA (PNS).
* Demonstrated experience in facilitating meetings and or trainings with broad groups of stakeholders
* Ability to obtain the active participation of stakeholders, manage expectations, as well as plan and coordinate tasks with others;
* Ability to work independently and multi-task on a number of activities with minimal supervision;
* Willingness to work with a team of US-based staff in a challenging environment with short deadlines
