Tenders are invited for Senior Consultant, IPU-UNODC Joint-Programme.

Organizational Setting and Reporting Relationships: The Consultant will report directly to the Senior Advisor to the Secretary General, he/she will coordinate closely with the UNODC Counter-Terrorism Branch, with regards to the IPU-UNODC Joint-Programme on Countering Terrorism and Violent Extremism, its High-Level Advisory Group, and other related fields.

The consultancy position is for a period of 6 months from June 2018 to November 2018.

Accountabilities: Within delegated authority, the Senior Consultant-s primary responsibilities lie with servicing the establishment of the IPU-UNODC Joint-Programme, with a special knowledge of UN mechanisms related to Counter Terrorism (CT), and Human Rights. The Senior Consultant will be entrusted with facilitating international parliamentary cooperation, promoting national parliamentary counter-terrorism action plans, encouraging media outreach, devising a common counter-terrorism strategy, code of ethics and set of definitions, and maintaining a close relationship with the United Nations. In this respect, he/she will be accountable for:

The establishment of the Joint Support Team by:

· Coordinating between the IPU and UNODC in the establishment phase;

· Revising the establishment documents and resources for the programme;

· Planning the outputs and its objectives, including preparing the profiles necessary for Human Resources;

· Establishing the CT legislation information database, as part of the IPU-UNODC programme;

· In-depth revision of the role of parliaments within the relevant UN resolutions and strategies, as well as those of the IPU;

· Preparing the needed reports for the third meeting of the High-Level Advisory Group on Countering Terrorism and Violent Extremism to be held in October 2018.

Promoting national parliamentary counter-terrorism action plans by:

· Fostering the creation of a global parliamentary network that shares knowledge about counter-terrorism legislation between parliaments;

· Co-organizing capacity-building workshops for parliamentarians related to countering terrorism and violent extremism, in cooperation with UNODC.

Devising a common counter-terrorism strategy, a code of ethics and a set of definitions by:

· Creating the outline of a code of ethics to strengthen international cooperation in all fields in order to free the world of terrorism;

· Overseeing the research and analysis of a Junior Programme Officer with a view to creating a precise definition of terrorism and other topics of research linked to the Joint-Programme.

Maintaining a close relationship with the United Nations by:

· Engaging with and promoting synergies with the programmes of the Counter-Terrorism Committee Executive Directorate (CTED) and Terrorism Prevention Branch (TPB) of UNODC and the Counter-Terrorism Committee of the United Nations Security Council (CTC);

· Encouraging the domestication of UN measures to prevent and combat terrorism, including the promotion of these measures during IPU Assemblies and contacting parliaments that have not yet ratified the relevant international treaties on an annual basis to encourage them to do so.?

This work implies frequent interaction with the following:

· Members of Parliament and Parliamentary staff;

· Specialized IPU bodies and committees;

· External partners and institutions, including diplomatic missions and embassies;

· Staff of the IPU Secretariat, UNCTED and UNODC Terrorism Prevention Branch.
