Description : I. Background
The Civil Service Commission has implemented the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), which promotes the adoption of a competency framework to strengthen Human Resource (HR) excellence in the public sector. In line with this initiative, the Board of Investments is currently undertaking the the transformation of the Human Resource Development Division (HRDD) into a strategic partner of the agency to ensure the full integration of competency-based systems into its human resource management and development practices, thereby supporting organizational performance and service delivery.
Learning and Development (L&D), as a key human resource function, adopts a holistic and competency-based approach by integrating various developmental interventions anchored on identified core, functional, and leadership competencies.
