Self-management of the bus The report must provide a basis for decision-making that can be verified as to whether, and possibly how, Vestland County Council can organize the operation of route packages for buses in a limited contract area under its own authority with a view to: • better resource utilization • diversity in the industry/competition • flexibility in investment and operation The report must also shed light on the consequences for the county council's management/administration and financial risks of a model in which ownership or a hybrid model (public ownership of material with operation deferred to competition) can run parallel to tenders in other contract areas. The analysis must provide a decision-making basis that can be verified, and which also takes account of a realistic time course for political decisions and implementation (organisation, recruitment and possible business transfer), before concluding on which route package is suitable and feasible as a pilot for own management. The explanation is limited to including buses under own management. Speedboats, ferries and light rail are not to be excluded. Route packages in Vestland must be assessed as possible candidates, and the assignment must be based on a realistic time course for political decisions and implementation, so that recommended candidates have practical feasibility within the relevant contract window.
