The direct procurement applies to the Etela Tuusula winter maintenance contract areas E1 Maantiekyla, E5 Riihikallio, E8 Paijala, E9 Mattila and T11 Isot tiet. The original service provider of the areas in question has announced immediately before the start of the winter maintenance season that it is unable to implement the contract obligations. According to the procurement unit's assessment, it is not an overwhelming obstacle, but the inability of the service provider to fulfill its obligations according to the contract. The municipality has a statutory obligation to take care of the maintenance of streets and other public areas, as well as traffic safety. Interruption of the winter maintenance service would endanger traffic safety and cause significant inconvenience to the municipalities. The situation has arisen due to an unforeseeable reason beyond the control of the procurement unit immediately before the start of the contract period. Securing the continuity of the service requires immediate procurement, and it is not possible to comply with the deadlines according to the Procurement Act without jeopardizing the performance of the municipality's statutory tasks.
