1. Advance contract award notice (acan)
an acan is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the acan, on or before the closing date stated in the acan, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
the emergencies science and technology section (ests) of environment canada has a requirement for 1 sequoia scientific, inc. Forward-scattering laser diffraction lisst-100x laboratory bench top, meso-scale test tank and field portable, submersible, instrument system capable of obtaining particle size distribution using laser diffraction (light-scattering) techniques.
3. Criteria for assessment of the statement of capabilities
any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements:
1. A complete deployable system with:

submersible, laser diffraction-based, light scattering sensor;

self-contained with internal data logger, internal memory storage and battery pack;

rs232 connection to pc for real-time size distribution displays;

50 meter of integrated communication and external power cable;

2. Autonomous operation and data logging or real-time data flow analysis

3. Full path or laboratory sample chamber

4. A flow through sample chamber

5. A anti-fouling feature to protect the sample chamber and prolong deployments

6. External battery pack

7. Optical path reduction modules to extend concentration range 2 to 10 times

8. A large volume test chamber

9. Submersible specifications (+/- 5%):

measures particle size distribution, optical transmission, volume concentration, volume scattering function, temperature and depth;

incorporates a solid state diode laser @670nm, 1mw; a photodiode detector;

an optical path 50mm standard with bolt on path reduction modules;

resolution: 1 micron;

dimension of 90cm x 15cm;

weight (in air) of 12 kg;

depth rating of 300m;
