Object of the contract
The objective of this tender is to conclude a framework contract with a company specialised in the security of persons and goods. The scope of the services includes, but is not limited to:-" control visitor access to the office of the EU Delegation and the residence of the Head of Delegation, -" establish regular links between the sites under surveillance through regular patrols and periodic radio checks between the central office and staff assigned to the various sites, -" the surveillance and patrolling of the premises (office, residence) to avoid intrusion and attack on persons and their belongings, -" the control of access to the premises by visitors and staff, and receptionist services, -" the communication between the premises by means of a VHF/UHF radio network linking the premises to a central operations centre manned by operators from the contractor, -" maintain equipment and materials (including the radio network and vehicles) in good condition to ensure that they work properly at all times, -" the immediate intervention by use of a rapid response or back-up unit to any of the premises in the event of an incident. The contractor must have quick reaction force (QRF) to respond on the spot in the event of any alarm activation, -" assist persons in danger, -" install and maintain alarms and/or security equipment in the expatriate staff accommodation. The alarm systems must include ''panic buttons'' that should be installed and maintained. The contractor must also provide the necessary training to the staff on how to use the alarm system and the panic buttons, -" establish a system to monitor the contract performance (monitoring of contractor''s staff attendance and continuity of operations, the implementation of procedures to deal with particular situations, etc.), the quality of services provided and the correct and comprehensive reporting of the contract''s implementation (including incident reports), -" the contractor must have a monitoring centre for radio communication with the different posts. The monitoring centre must be operational on a 24/7 basis.A framework contract with a maximum duration of 6 years will be implemented via specific contracts and/or order forms.
