the canada border services agency (cbsa) has a requirement for the provision of security and transportation related services. The contractor must provide security personnel, transport vehicles and services in accordance with the requirements detailed in annex a, statement of work.
the contractors personnel must provide care and control of immigration detainees, the safe and secure transport of detainees, the verification of departure of persons from canada who are under a removal order pursuant to the immigration and refugee protection act (irpa) or who are otherwise required to leave canada and perform other duties as described within annex a, statement of work.
the period of the contract is from date of award to august 31, 2020 inclusive based on the following expected dates.
from 1 february, 2019 to 28 february, 2019, the contractors management resources will participate, if required, in an on-site transition period for knowledge transfer.
from march 1, 2019 at 00:01 to august 31, 2020 at 00:00, the contractor will provide the services.
from date of award to august 30, 2018, the contractor will submit the guard complement for evaluation and security verification.

it is mandatory that the bidder or a representative of the bidder visit the work site. Arrangements have been made for the site visit to be held at cbsas immigration holding centre, 385 rexdale blvd, toronto, on on november 23, 2018. The site visit will begin at 10:00 est. Bidders must communicate with the contracting authority prior to the mandatory site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation
