This is a sources sought announcement in accordance with FAR 15.101 and in anticipation of a potential future procurement program. PSNS&IMF is conducting market research to determine industry capability and interest in performing non-SUBSAFE preservation. The Government is seeking responses from sources that can perform depot level preservation, such as coating removal, surface preparation, coating application, anticipated to begin in December 2026.
The Government is providing a preliminary notice and draft summary of work to take place during the availability. It is noted that the work summary is a preliminary draft and it is possible that the Government will modify the work package before the solicitation is released. The anticipated contract type will be a firm-fixed price requirement procured via Lowest Priced Technically Acceptable (LPTA) evaluation criteria.
Summary of Work to Be Accomplished:
The work being performed includes the blasting and painting of two (2) Main Ballast Tanks (MBTs), interior above and below residual water line including air flasks, baffles, and exterior hull. The contractor shall furnish the necessary management, material support services, labor, supplies, and equipment deemed necessary to perform depot level preservation.
