The International Finance Corporation (IFC) is seeking a qualified consulting firm to undertake a market scoping study on the potential for local financial institutions in the Philippines to structure and issue biodiversity and nature-themed bonds. The study will assess market readiness, regulatory and policy conditions, investor appetite, and the availability of bankable biodiversity-aligned assets across key sectors of the Philippine economy. It will include a review of the enabling environment (including relevant taxonomies and disclosure frameworks), an indicative assessment of potential asset pipelines, and an analysis of key risks, constraints, and incentives affecting issuance feasibility. The assignment will deliver practical, actionable recommendations to support the development of biodiversity/nature bond issuances by local financial institutions, including proposed market-development actions, potential pilot pathways, and areas where IFC and other stakeholders could play a catalytic role.
