You are notified that industry is invited to review and comment on nasa goddard space flight center s release of the draft rfp for safety and mission assurance services (smas) ii.

The due date for questions or comments is july 5, 2016. All questions and comments must be submitted in writing via email to the following email addresses: danit.rainey@nasa.gov. Telephone questions will not be accepted.

The resulting contract will include a "limitation of future contracting". Far 9.5 prohibits the contractor from reviewing its own offers, products, or services, or those of its affiliate(s) or competitor(s) without proper safeguards to ensure objectivity in a manner that protects the government s interests. Given the mission and safety assurance services contemplated under this contract, it is possible a contractor with other nasa contracts could have an impermissible organizational conflict of interest resulting from impaired objectivity. To the extent a future nasa solicitation seeks products or services that are subject to review in performance of this contract, the contractor will be ineligible to provide those products or services unless the contractor submits a specific plan fully mitigating the oci and such plan is approved by the smas ii contracting officer.

The draft solicitation and any documents related to this procurement will be available over the internet. These documents will reside on a world-wide web (www) server, which may be accessed using a www browser application.
