Tenders are invited for Safer Infrastructure Advisor - Consultancy.

Purpose of Project and Background

The Global Road Safety Partnership (www.grsproadsafety.org) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC) and is a voluntary association of governments, businesses and civil society organisations. Both the IFRC and Global Road Safety Partnership are headquartered in Geneva, Switzerland. The aim of the Global Road Safety Partnership-s work is to reduce death and serious injuries as a result of road crashes in low- and middle-income countries. Globally, road crashes are estimated to cause some 1.3 million deaths and 50 million serious injuries annually and represent a silent humanitarian crisis. 85% of the casualties in this global man-made crisis are in low and middle-income countries. In addition to the incalculable pain and suffering, there is an economic cost in these countries of some $65 billion per annum.

Under the Botnar Children Road Safety Challenge, the Global Road Safety Partnership is supported by Fondation Botnar, a charitable foundation that is based in Basel, Switzerland to undertake road safety projects in six low- and middle- income countries. The projects aim is to reduce road crash deaths and serious injuries among children in urbanised, small cities that have the population between 200K to 1 million inhabitants. In Round One, twelve projects were approved and will be delivered over the next two years

Project objectives

If there is a time objective (e.g. in preparation for a conference) please note that.

1. To contribute to a reduction in road crash death and injury in municipal locations across countries within the Botnar Child Road Safety Challenge portfolio (South Africa, Mexico, Tunisia, Romania, India and Vietnam);

2. To provide timely expert advice regarding road safety engineering/design, blackspot remediation, prioritization of pedestrians and cyclists through infrastructure, and any other technical guidance regarding safer infrastructure in school zones in the portfolio countries above;

3. Provide on-going, as required, in-country and/or remote-based technical support and capacity building to the Botnar team and grantees in successfully delivering their projects;

4. To contribute to the knowledge sharing, community of practice platforms from the road safety engineering, safer infrastructure perspective;

5. Supporting GRSP at relevant in-country meetings and activities;

6. Conducting other road safety related tasks, as directed by the Botnar Programme Manager in Geneva.

7. To align efforts with the Decade of Action and Sustainable Development Goals.

Desired outcomes

This consultancy contract is to enable GRSP work to be conducted, including providing technical road safety education advice, under the guidance of the Botnar Program Manager, to the Botnar Country Leads and grantees as part of programmatic work and the capacity building plan. The consultant will also give support to other GRSP Managers as required in support of the GRSP-s range of programmatic activities.

Consultancy outputs

1. Review engineering remediation designs developed by the Botnar grantees, its partners and/or sub-contractors and provide suggestions and recommendations applicable to the local context;

2. With supervision from the Botnar Program Manager and Junior Consultant, support the Botnar CRSC capacity building program and deliver training and support for the Botnar grantees, as required;

3. Contribute to the Community of Practice and cross-project learning platform to share knowledge and skills-building opportunities;

4. Assist the Botnar Program Manager and Country Leads in fostering and encouraging relationship building, and linking project teams with existing in-country resources, the GRSP team and other road safety stakeholders around the world.
