INVITATION TO BID

PUBLIC BIDDING 2018-0210



1. The NATIONAL POWER CORPORATION (NPC), through its approved Corporate Budget of CY 2018 intends to apply the sum of (Please see schedule below) being the Approved Budget for the Contract (ABC) to payments under the contract. Bids received in excess of the ABC shall be automatically rejected at Bid opening.



2. The NPC now invites Bids for Items listed above. Delivery of the items is required within the contract period specified in the Technical Specifications. The Bidder must have completed a single Contract that is similar to this Project, equivalent to an amount as stated in the Bidding Documents. The description of an eligible bidder is in Section II, ITB of the Bidding Documents.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criteria pursuant to RA 9184 and its Revised IRR.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with:

A. GOODS - at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

B. INFRA - at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



4. Interested bidders may obtain further information from BAC Secretariat at the address given below during office hours. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a fee stated above. Bidding fee may be refunded in accordance with the guidelines based on the grounds provided under Section 41 of R.A. 9184 and its Revised IRR.



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) http://www.philgeps.gov.ph and the website of National Power Corporation http://www.napocor.gov.ph.



5. The Pre-Bid Conference is open to all prospective bidders. The Pre-Bid Conference shall be held at least 12 cd before deadline for submission but not earlier than seven (7) cd from the PhilGEPS posting of the Invitation to Bid or Bidding Documents



6. Bids shall be submitted to the address specified below, if submitted in advance, otherwise, bids shall be submitted at the venue of bid opening before the specified time for opening of bids. Late bids shall not be accepted.



7. NPC reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
