Expression of Interest are invited for PNG Rural Service Delivery Project - Baseline Survey Consultant Firm.
The World Bank (henceforth - client) is seeking the services of a consultant survey firm (henceforth consultant) to assist in the preparation of the Rural Service Delivery Project (RSDP) Baseline Study (RSDP-BLS); conduct the piloting of the RSDP-BLS research instruments; and lead the data collection, entry, cleaning and preliminary analysis for the baseline study.
The RSDP Baseline Assessment will be implemented in five phases: (i) Preparation for RSDP-BLS; (ii) Recruitment and training; (iii) Pilot testing of RSDP-BLS research instruments; (iv) Data collection and entry; (v) Data processing, analysis and reporting. The phases outline overall progression of RSDP-BLS, however, the completion of tasks may not follow a linear pattern.

SUBMISSION REQUIREMENTS

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). NOTES

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
Qualification Criteria
· 1. Minimum five years of experience in managing data collection in rural and remote areas of Papua New Guinea
· 2. Ability to provide quality translations of methodological materials in Tok Pidgin, Hiri Motu and other local languages of Papua New Guinea
· 3. Experience in designing and deploying capacity building training materials for researchers and enumerators, applying innovative and participatory teaching techniques
· 4. Minimum five years of experience in managing data collection in rural and remote areas of Papua New Guinea
· 5. Experience with using tablet-based data collection and familiarity with the Open Data Kit or other data collection software packages
· 6. Availability of experienced and trained qualitative data collectors and enumerators, preferably from RSDP target provinces
· 7. Experience in quantitative data cleaning and analysis, preferably using statistical software packages (STATA, SPSS). Knowledge and experience using GIS systems is also considered a plus
· 8. Track record of proving quality transcriptions and translations of qualitative interviews in English, coding of qualitative research outputs, preferably using qualitative data analysis software packages and providing brief analytical research papers based on codes
· 9. Knowledge of the Rural Service Delivery Project and a good understanding of relevant policies and current research into public service delivery in Papua New Guinea
