Assignment Description

I. OBJECTIVE

The primary objective of the Consultancy is to conduct a household survey that will allow to assess the mobility characteristics and challenges of rural residents in Haiti in relation to their ability to fulfil key socio-economic needs such as accessing health centers and markets - particularly focusing on the differences between the challenges and preferences voiced by women versus men. It will also provide insights on the linkages between physical gaps in accessibility and actual choices and behaviors in terms of the use of education and healthcare services and participation in economic activities, and on whether additional interventions besides road infrastructure improvements may be necessary to increase the impact on womens socio-economic wellbeing specifically. Tentatively, the survey will also serve as a baseline for a future impact evaluation that will seek to measure the impact of obtaining all-weather access to the primary and secondary networks on general welfare and on womens specific socioeconomic outcomes.

The data to be collected is detailed in the draft survey questionnaire provided in the Terms of Reference, which is expected to require approximately 20-30 minutes to complete. The Area of Interest for the survey will be the regions of Nippes and South. The Consultant will implement the household survey on a random sample of households, selecting individuals within households in a way that ensures that women represent at least half of all respondents. It is expected that a total of 2, 000 households will be surveyed across the two regions.

II. BACKGROUND

Up to 80% of the transportation of people and goods in Haiti takes place on roads. However, the road network is limited, and the mobility of goods and people is further constrained by the poor condition of the network and low maintenance of existing infrastructure. Limited accessibility to basic services (health, education) and economic opportunities is a key constraint to development in rural areas and exacerbates existing vulnerabilities during unprecedented times such as the current COVID-19 pandemic. Evidence from a 2006 study suggests that poor road conditions significantly reduce the likelihood of receiving timely antenatal care (ANC) and the recommended number of ANC visits.

The Government of Haiti, with the support of the World Bank, is undertaking an investment lending project, the Haiti Rural Accessibility and Resilience Project, to improve rural roads in three regions of Haiti. The Project aims to improve all-weather road access to essential services and markets for targeted subregions and improve the resilience of selected segments of the road network. Its two main interventions include improving the resilience of transport connecting infrastructure (primary/secondary network) in Nippes, South, and South-East regions; and improving tertiary roads to ensure all-weather road access to essential services and markets for the targeted population in the three sub-regions. Health clinics in these regions are being improved under a separate World Bank project and by other donors.

III. SCOPE OF WORK AND EXPECTED ACTIVITIES

The Consultant will be expected to perform the following activities:

Activity 1:
Acquire all permissions necessary for conducting the survey, including relevant permissions from provincial and/or local authorities as needed.

Activity 2:
Integrate the questionnaire into the electronic survey instruments.
Pilot the questionnaire under real conditions. Monitor time per module to estimate average time per questionnaire, and any programming challenges. Export all data into Stata or CSV format, and ensure all variables appear and are fully labeled. The pilot data will include a minimum of 20 households.
Translate the finalized questionnaire both into French and Creole.

Activity 3:
Finalize the preliminary sampling approach proposed in the Technical Proposal. The approach should, to the extent possible, take into account the intention for the survey to possibly serve as a baseline for a future impact evaluation of the project, by considering the spatial location of the roads and facilities to be improved by the project. Shapefiles of the planned road improvements as well as the ongoing improvements of health facilities in the two regions will be shared with the winning Consultant firm upon contract signing.

Activity 4:
Finalize the Field Procedure Plan detailing the following:
Develop protocol for ensuring full adherence to the sample frame and high-quality data, including rules for re-visits and substitutions:
o Travel and lodging logistics
o Management of information/reporting tools to track progress in survey implementation
o Procedures for field data backup
o Supervision and spot check plans to ensure adherence to data collection protocols
Train all enumerators on the administration of the questionnaire provided by the World Bank. The training should include a review of each question for trainees to fully understand its objective. Standard interviewing techniques and field protocols should also be covered.

The World Bank team will validate the detailed methodology proposed by the Consultant prior to its application.

Activity 5:
Conduct all survey data and surveyed household GIS location data collection.
Provide weekly reports to the World Bank team detailing number of surveys completed, challenges faced, modifications made to the Field Procedure Plan, and any other notable occurrences.
Correct all inconsistencies and problems identified by the World Bank team in data quality checks, which may require re-visiting the individuals surveyed.

Activity 6:
Finalize the raw dataset for submission to the World Bank at the end of the data collection period, in STATA or CSV format
Finalize Field Report for submission to the World Bank at the end of the data collection period, summarizing the weekly progress reports and detailing the overall response rate.

IV. TECHNICAL PROPOSAL

The Consultant proposal for the assignment should present a comprehensive, timebound plan for satisfactorily undertaking the three Tasks. The Consultant is invited to comment on the Terms of Reference and suggest amendments and other approaches if deemed suitable given the nature of the interventions and the country context.

V. REQUIRED QUALIFICATIONS

The Consultant (firm or a consortium of firms) should be specialized in field surveys and have experience in implementing large-scale household surveys in developing countries. The firm should have demonstrated capacity and experience in planning and organizing survey logistics; and ability to mobilize on the ground in Haiti (may be less feasible for foreign-based firms with no local affiliates in the context of possible international travel restrictions imposed due to COVID-19).

The firm should have strong references from recently completed surveys. The firm should have conducted at least 1 large-scale household survey in Haiti in the past, preferably in the focus regions of the current assignment. Experience with conducting at least 1 survey in the transport, education or health sector would be an advantage.

The firm must have access to a good network of experienced enumerators, supervisors and data managers. The names of the data managers and survey manager, and their specific responsibility must be mentioned in the Firms Technical Proposal.

The should should have fluency in the Survey Solutions platform for conducting surveys and have demonstrated capacity for implementing electronic data collection. The Consulting team will need to be proficient in commonly used software applications (Word, Excel, STATA); survey programming applications (Qualtrics or similar); and geographic information systems (ArcGIS or QGIS). The firm should have a strong system for data quality control checks that can be accessible by the World Bank team without any restriction.

The Consultant team should be led by a statistician or economist with a working knowledge of the rural transport sub-sector and an excellent command of survey techniques: bac+5 in the field of statistics or equivalent with at least 4 assignments in the field of statistical data collection over the last 10 years. In addition, the Consulting team must be composed of at least: 1 rural transport specialist; 1 gender specialist; and 1 geographer-cartographer.
