This project consists in the installation of new permanent emergency generators with automatic transfer switches and related accessories (grounding, underground lines, interior electrical installation, etc.) for continuous electrical supply to various facilities on base to include the Base Power Plant (Bldg #212) and the Water Treatment Sewage Plant (Bldg #1215). All of the emergency generators on those sites have reached their useful life and are identified for replacement under the Morón Generator Replacement Plan. Documents
Also, Bldg #1215 is fed from a pole-mounted transformer that has caused several bird shock hazards causing electrical power outages; remains of HV OH line will also be replaced with UG sections.
This requirement will be procured using RFO 14.211 and RFO 36, Sealed Bidding and Construction Contracts. The two-step sealed bidding method will be used.
The submission of the Technical Proposal is Step One. Only those contractors that have submitted an acceptable Technical Proposal will pass to Step Two and will be requested to submit a priced bid.
Offerors must follow the instructions in Attachment #1 Technical Proposal Instructions.
Offerors shall submit only one technical proposal containing all required evaluation criteria, to include all factors and any significant subfactors, as listed in the attachment Technical Proposal Instructions. The technical proposal shall NOT include prices or pricing information. The Government will review only one technical proposal per offeror.
Offerors shall submit proposals that are acceptable without additional explanation or information.
The Government may make a final determination regarding a proposal-s acceptability solely on the basis of the proposal as submitted.
