Route-based access agreement means in this call for tenders Regulation (EC) No. 1370/2007 of the European Parliament and the Council (service contract regulation) and the traffic services act (320/2017), which is drawn up in order to manage route-like public transport services planned by the customer. The content of the right of use is defined in the attached document "General terms of the route-based license agreement". Traffic according to this agreement is granted an exclusive right according to the service contract regulation in exchange for handling public service obligations by a separate administrative decision. The exclusive right is granted taking into account other existing traffic. The interoperability requirements required by the Transport Services Act (320/2017, Part IV Chapter 18 Section 157) are described in more detail in the tender request and its appendices. Documents
