Overview of position
Name of the project: Assisting Stabilization efforts through national capacity enhancement to enable civilians to return to retaken areas in Iraq

Our client was established in 1997, by the General Assembly, and as per the UN Policy on Mine Action and Effective Coordination (A/53/496, 1998) is the established coordinator of mine action within the United Nations system. Our client supports the UN's vision of "a world free of the threat of landmines and unexploded ordnance, where individuals and communities live in a safe environment conducive to development, and where mine survivors are fully integrated into their societies."

Our client is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peacekeeping Operations (DPKO). Our client's main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. Our client provides direct support and assistance in the areas of Explosive Hazard (EH) mitigation to 18 countries/territories/missions, has a standby rapid response capacity and global technical advisors in the field of Improvised Explosive Devices and (IED) Weapons and Ammunition Management (WAM).

Our client's Iraq programme was formally established in June 2015, at the request of the UN Under-Secretary General for Peacekeeping Operations (DPKO) and the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities. Our client is supporting multiple layers of operations under our client's Iraq Strategic Plan which focuses on three main components:
Explosive Hazard Management;

Capacity Enhancement, and

Risk Education. The post of ‘Risk Education Specialist Consultant- will support the delivery of the overall objectives of our client's Iraq-s Risk Education component.

Role objectives:
Technical advisory, training and innovation
Provide guidance to our client's Iraq programme on matters related to Risk Education (RE);

Suggest, initiate and take lead on innovative and ‘new, thinking outside the box- RE campaigns in close collaboration with other our client's sections, including strategic communications/media and programmes;

Drive our client's Iraq RE forward through innovation and ‘thinking outside the box- concepts and ideas and transform such into action and delivery;

Provide technical and planning support to Mine Action implementing agencies, partners and contractors regarding project implementation including training, materials development, monitoring, evaluation and quality assurance activities;

Provide the necessary support and inputs for technical advice, follow up, and oversight of activities;

Provide guidance and capacity development opportunities to the Directorate for Mine Action (DMA), implementing partners, and government actors with regards to the technical monitoring including implementation of National Standards and reporting skills needed for proper oversight of RE activities;

Independently plan and deliver relevant workshops for national and international partners covering, but not limited communications, RE material development and design, public media and social media;

Develop and evaluate new initiatives relevant to RE and RE tools.

Operational Coordination
Ensure implementing partners are tasked and deployed according to monthly plans and tasking orders;
Receive and re-direct questions and requests to our client that result from the sub-cluster and/or other humanitarian forums/initiatives;
Identify gaps, risks and opportunities related to RE communications;
Represent our client in forums and workshops related to RE and communications; and
Coordinate requests and responses with the DMA and Iraqi Kurdistan Mine Action Agency (IKMAA) and specifically their Risk Education focal points.
Project and Grant Management
Ensure duties and administrative actions are implemented according to our client's policy, within the scope of UN and our client's mandates, and in compliance with agreements with donors;
Assist with project design and new initiatives, develop budgets and provide input to proposals as required;
Draft budgets and costings for all of our client-implemented RE activities;
Assist with technical and substantive input to statements of work;
Assist with project proposals and new initiatives, develop budgets and provide input to reports and proposals as required;
Work closely in planning RE activities and projects with our client Communications staff as well as our client's Strategic Communications & Media Advisor;
Ensure all RE activities, including those projects that involve multiple sectors, are coordinated at central and regional management levels;
Monitor and evaluate all implementing partner-s activities;
Coordinate with implementing partners to determine RE needs to develop an integrated community plan for RE; and
Assist in the planning and organization of donor visits and media events/visits when it pertains to RE activities and partner work.
Information Management and Reporting
Capture and report on outcomes related to RE;
Check, develop and continuously improve RE data;
Collect and analyze relevant data for RE needs assessment;
Ensure maintenance of up-to-date statistics on RE achievements and ensure information has been captured in the IMSMA database; and
Draft relevant sections for donor and ad hoc reports.
Note: The RE Specialist is expected to spend significant time in the field (50% or more) supporting RE operations and activities.**
Any other duties as requested and tasked by the RE Project manager.
Expected output:

The RE Consultant is expected to plan, initiate and take lead on innovative RE campaigns, drive our client's Iraq RE projects forward through innovation and ‘thinking outside the box- concepts and ideas and transform such into action and delivery, ensure implementing partners are tasked and deployed according to monthly plans and tasking orders, ensuring duties and administrative actions are implemented according to our client's policy, within the scope of UN and our client mandates, and in compliance with agreements with donors.
Project reporting
This role reports to the Risk Education Project Manager
Quarterly and final reports to donors;

Ad hoc reports as requested by HQ or donors;

COO (weekly, daily and monthly); and
