REQUEST FOR PROPOSALS INTRODUCTION The City is seeking qualified consultants to undertake a comprehensive Hostile Vehicle Mitigation (the “HVM”) Risk Assessment and Hard Barrier Strategy for four major events. The project will establish a standardized, evidence-based approach to identifying hostile vehicle risks, evaluating mitigation measures, and supporting long-term public safety planning for parks and civic gathering spaces. The study will assess vulnerabilities associated with vehicle access and crowd gatherings, identify high, medium, and low-risk locations, develop a City-wide Event Risk Matrix, and provide recommendations for operational controls and permanent or semi-permanent hard barrier infrastructure. The findings will support event planning, public safety, infrastructure investment, and future capital planning initiatives. The foregoing services, including all associated analyses, assessments, recommendations, reports, deliverables, and related work described in this Schedule A (the “Services”). BACKGROUND The City manages several high-profile public event spaces that host festivals, concerts, cultural celebrations, markets, and community events throughout the year.
