Council (the Principal) is seeking Submissions from appropriately qualified and experienced Tenderers for the procurement of an Smart CCTV cameras solution that is capable of undertaking object detection, licence plate recognition and email notifications for the purpose of parking enforcement (as well as delivering passive improvements to community safety).The request includes the provision of all required infrastructure including poles, CCTV cameras, micro-servers, 5G communication devices. Infrastructure required also extends to ensuring the deployment is self-powered through on-site generation through solar-panels and/or small-scale wind turbines with lithium battery storage (noting the proximity to residential dwellings, there is preference to leverage only solar-panels to reduce visual bulk and noise pollution). The request also extends to the provision of a software solution that, through computer vision, is able to enforce parking restrictions (such as ‘No Stopping- restrictions). The software solution should have the ability to be deployed on micro-servers on-site, apply Licence Plate Recognition (LPR) technology, logic to detect non-timed parking offences, record the event, capture photographic evidence, and generate an email notification.
