Updated 3/11/2025: The Solicitation Schedule has been updated to extend the Deadline for RFQ Proposals to April 11, 2025 at 10:00 am PT; Deadline for RFQ Questions to March 17, 2025 at 1:00pm PT; and updates clarification to prequalified firms. No other changes were made to the RFQ. On May 31, 2023, the Controller-s Office established five (5) Prequalified Lists of Firms (“Pools) with demonstrated successful experience in Underwriting and Investment Banking Services and Remarketing Agent and/or Commercial Paper Dealer Services, that are prequalified to enter into contract negotiations with the City and County of San Francisco (“City”). Pursuant to San Francisco Administrative Code Section 21.4 (d) (3), the City is re-opening the pools. Firms prequalified under the existing pool may choose to submit updated information regarding their qualifications. Should firms prequalified under the existing pools choose to submit an updated proposal, it will be subject to the new evaluation. New Proposers are also invited to submit Proposals to this midterm opener RFQ to be considered for prequalification for the pools. For the midterm opener RFQ, the scores for new Proposers and scores from firms prequalified under the existing pools will be ranked for each Pool. For example: If new Proposer A has a higher score than Proposer B that is prequalified under the existing pool, then Proposer B will no longer be prequalified in a specific Pool if it is ranked below the cutoff for the Top number of firms per RFQ Section VI. C. Ranking of Firms for Inclusion in Pools. This Request for Qualifications (hereinafter “RFQ” or “Solicitation”) is being issued by the Controller-s Office (“CON”) of the City and County of San Francisco (“City”).
