On May 31, 2023, the Controller-s Office established five (5) Prequalified Lists of Firms (“Pools) with demonstrated successful experience in Underwriting and Investment Banking Services and Remarketing Agent and/or Commercial Paper Dealer Services, that are prequalified to enter into contract negotiations with the City and County of San Francisco (“City”). Pursuant to San Francisco Administrative Code Section 21.4 (d) (3), the City is re-opening the pools. Firms prequalified under the existing pools are not required to take any action to remain prequalified under this midterm opener RFQ (“CON | RFQ2023-02A”), but may choose to submit updated information regarding their qualifications. Should firms prequalified under the existing pools choose to submit an updated proposal, it will be subject to the new evaluation. New Proposers are also invited to submit Proposals to this midterm opener RFQ to be considered for prequalification for the pools. This Request for Qualifications (hereinafter “RFQ” or “Solicitation”) is being issued by the Controller-s Office (“CON”) of the City and County of San Francisco (“City”). CON, on behalf of all City Departments, is seeking qualified suppliers (“Proposers”) to provide proposals (“Proposal”) for Underwriting and Investment Banking Services and Remarketing Agent and/or Commercial Paper Dealer Services. Individual City Departments may choose to select firms from the Pools through the issuance of mini Request for Proposals (“RFPs”) distributed to the pool or may choose underwriters for specialized needs through separate RFPs. For this RFQ, the City intends to create five (5) Prequalified Lists of Firms (“Pools”) and may use the Pools to select firms and negotiate contracts on an as-needed basis for up to four (4) years from the original prequalification date of May 31, 2023 if the requirements for San Francisco Administrative Code Section 21.4(d)(3) are met.
