Review and synthesize existing HIV policies, operational guidelines, strategic plans, technical references, and relevant program documents;b. Develop a comprehensive National HIV Manual of Operational Procedures in consultation with the Department of Health and relevant stakeholders;c. Facilitate stakeholder consultations and validation activities throughout the development process; andd.
