VJH Continuous Optimization (COp) Recommission project located at Vernon Jubilee Hospital (VJH) in Vernon, BC, will include an in-depth assessment of the Mechanical, Electrical, and Controls System Operations at VJH. Both the old campus and new Polson Tower are in scope. The COp program and this project, focuses on optimization measures that will save Energy and improve operations without major Capital Investment. The primary focus of the program is to help improve the efficiency of the facility-s most energy-intensive systems, such as Heating, Ventilation and Air-Conditioning (HVAC), with simple, low-cost solutions.
The COp Recommission your Building offer administered by BC Hydro and funded by both BC Hydro and Fortis BC consists of three phases: Investigation (Phase 1), Implementation (Phase 2), and Completion (Phase 3). These are further explained in Attachment A. This RFP includes all services related to Phase 1 - Investigation and Phase 3 - Completion in full. Phase 2 - Implementation, which may involve detailed design, procurement, and contracted work, is not included in this RFP. Should Phase 2 proceed, associated consulting may or may not be awarded to the same proponent and would be executed under a separate agreement (see Attachment C for more details related to Contract set-up)The VJH COp Recommission project also includes an additional scope of a Demand Response (DR) investigation in preparation to participate in the BC Hydro DR for Business offer. This RFP describes the additional scope of work for consultant working on a DR investigation as part of a COp and as described in Attachment B.
All the Services are expected to commence by September 2025.
IH intends to issue the successful Proponent a General Service Agreement (GSA), as amended by the supplementary conditions included in Attachment C.
