Rfp for Professional Consulting Engineering Services - Effluent Management Plan Synopsis: This Request for Proposals (Rfp) is Issued by Colliers Project Leaders Inc. Acting on Behalf of the White City Rural Municipality of Edenwold #158 Wastewater Management Authority Inc. (Wcrm158), Hereafter Referred to As the Client. the Client is Seeking to Retain a Professional Consulting Engineer for the Wcrm158 - Effluent Management Program. the Client Requires an Effective Multi-Phased Strategy which Confirms the Overall Management, Discharge, and Disposal of the Treated Effluent. the Overall Effluent Management Program Has Been Broken Down Into Time-Based Phases, Summarized As Follows: 1. the Rapid Expansion of the Authoritys Infrastructure Has Resulted in an Immediate Need for a Plan which Outlines How Treated Effluent will be Managed During Periods of Time where Discharge Via Irrigation is Not Possible from 2019 to 2022. 2. the Client Also Holds a Parallel Growth Agreement with the Water Security Agency which Stipulates that the Authority Must have the Capability to Treat and Discharge Influent Produced by a Population of 8, 000 by December 31, 2019. This Parameter is Critical to the Success of the Project and Continued Development in the Region. 3. the Client Also Requires a Long-Term Effluent Management Plan which Can Accommodate a Population Level of 15, 000 in 2039. the Plan will Consider the Anticipated Growth Rates for the Service Area, the Existing Infrastructure, and will Seek to Balance the Two over a Set Period of Time.
