The purpose of this procurement is to identify and establish service agreements with multiple receiving sites to accept soil on an as‑needed basis under a new multi‑year agreement commencing in 2026. The procurement is anticipated to result in a pre‑qualified or approved vendor arrangement that supports operational flexibility and long‑term planning. The City intends to award one or more vendors, replaces an existing contract that is expiring to ensure continuity of service, operation flexibility, cost predictability, and regulatory compliance.
