RFI Competition review and contract administration tool (KGV/KAV) BackgroundLunera Energi is a newly established energy company that consists of district heating operations in Trondheim and Stjørdal. The businesses were previously owned by Statkraft Varme, but were sold in December 2025 and Lunera Energi now consists of two legal entities: Lunera Energi AS and Stjørdal Fjernvarme AS. As a result of the sale, Lunera Energi is in an establishment and transition phase, where the company will gradually build up its own agreements and solutions, and at the same time phase out contractual relationships which are currently owned by Statkraft, but which Lunera Energi temporarily uses. In this transitional phase Lunera Energi wants to obtain information from the market about which solutions can be offered for the implementation of the competition and contract administration, to gain better insight into available solutions, delivery models and recommended contract structure before a procurement.
