Detailed_Description : The Province is one of the largest public sector users of credit and debit card acceptance services in Canada. Provincial Ministries collectively process more than 13.7 million card transactions annually, representing over $1.6 billion in value, across a wide range of public services including licensing, permits, registrations, court services, parks services, fines, applications, and other program fees. Card payments are accepted through a diverse set of channels including over-the-counter point of sale terminals, integrated and semi-integrated systems, internet sites, internal payment applications, mail order and telephone order, interactive voice response, kiosks, and seasonal service locations.At present, approximately 22 Ministries operate 770+ Merchant Locations, supported by roughly 2, 060 point of sale devices and more than 60 public-facing websites that accept card payments. Each Ministry operates as a distinct Merchant Chain, settling funds into its own Ministry bank account and maintaining its own Merchant IDs and reporting requirements. The Ontario Financing Authority (OFA) centrally manages the acquiring services contract, merchant configuration, policy, equipment ordering, and relationship with the Acquirer on behalf of all Ministries.This RFB is intended to establish a long-term, modern acquiring services arrangement that can support the Province-s current scale and complexity while also accommodating future growth, modernization, and regulatory change. The selected Acquirer will be expected to work closely with the OFA, internal service providers, I&IT clusters, and Ministries to implement a phased transition from the incumbent provider and to support ongoing operational, technical, and strategic needs throughout the life of the Agreement.
Scope of Work : The Province has accepted credit and debit card payments for many years as part of its mandate to provide accessible and convenient public services to citizens and businesses. What began as limited over-the-counter point of sale activity for select programs has steadily expanded into a broad, multi-channel card acceptance environment that now spans nearly all Ministries, hundreds of Merchant Locations, thousands of terminals, and dozens of public-facing websites.Historically, Ministries adopted card acceptance at different times and for different business reasons. Some Ministries implemented stand-alone point of sale terminals for in-person payments, while others developed integrated or semi-integrated systems that route transactions through internal mainframes or payment applications before reaching the Acquirer. Over time, internet payment sites, internal payment applications, mail order and telephone order channels, kiosks, and seasonal payment environments were added to support evolving service delivery models.To manage this growing complexity, the Province centralized policy, contract management, and relationship oversight with the Acquirer through the Ontario Financing Authority (OFA). The OFA became responsible for merchant onboarding, terminal ordering, changes to Merchant Locations, and establishing enterprise policy for card acceptance. At the same time, Ministries retained responsibility for day-to-day operations, local infrastructure, and channel specific implementations.With the expiry of the current agreement in November 2027, the Province is taking this opportunity to reassess and modernize its acquiring services model. The intent is not only to replace the incumbent provider, but to establish a long-term solution that reflects how the Province-s payment environment has evolved and how it is expected to continue evolving over the next decade.
