The Japan-WorldBank Program for Mainstreaming Disaster Risk Management in Developing Countriesfor Global Resilience (The Japan Program) is a major World Bank partnershipwith the Ministry of Finance, Japan. Established in 2014, the objective of theJapan Program is two-fold: to mainstream DRM in developing countries, and toconnect global and Japanese expertise in DRM with developing countries and intonational development planning and investment programs in World Bank membercountries, financed by the World Bank. The Japan Programis managed by the Tokyo DRM Hub and is an associated Trust Fund of the UmbrellaTrust Fund the Global Facility for Disaster Reduction and Recovery (GFDRR) of theWorld Bank. GFDRR was established in 2006 to mainstream Disaster RiskManagement into World Bank operations and into the development agenda of the WorldBank member countries. For details on GFDRR, please see gfdrr.org.TheWorld Bank Tokyo DRM Hub seeks a firm to lead and implement the review of the Japan-WorldBank Program for Mainstreaming Disaster Risk Management in DevelopingCountries, which includes the Completion Review (Phase 2 CR) of the SecondPhase Single-Donor Trust Funds (TF073236) and, the Mid-Term Review of the ThirdPhase Single-Donor Associated Trust Fund (TF73971). In addressing the review objectives, the reviewconsultant(s) will use relevant OECD Development Assistance Committee (DAC) evaluationcriteria of effectiveness, efficiency and relevance.The overallobjectives of the proposed Completion and Mid Term Reviews are to:· Review progress and achievements of the Programand its sub-activities against the Program-s objectives. · Assess the need for any refinement ofoperational processes and governance arrangements to improve the management ofthe Japan-World Bank Program particularly for the ongoing Phase 3; and · Assess success factors, and lessons learntfrom the Program to inform potential future next steps and serve as inputs to discussion with the donor forpotential next phas...
